I can receive a firearm you purchased on a website like GunBroker, Guns.com or any other streaming site as long as the firearm i'm receiving is being sent by a dealer who has a Federal Firearms License and accompanies a copy of their license with the firearm.
In the process of transferring the firearm to you, there are two components. First, is the NICS check which is a FBI background quick check. The NICS check is not required if you are a resident of Georgia as indicated by your current Georgia issued drivers license and you have in your possession a current Concealed Weapons Carry card issued by Georgia. The second component is for you to fill out a ATF form 4473. (The same form you would fill out if you were to purchase a firearm over the counter in any store.)
